As a member of the cooperative, I have a responsibility to do so: note that an invitation to a contract that is advertised as a “cooperation contract” should include an appropriate declaration and that all the conditions specific to the cooperation programme that the assigned bidders must accept (in addition to the contractual terms of the client) must give their consent. From the supplier`s point of view, two contracts are signed when awarding a cooperation contract: a framework contract with a cooperation programme and an agreement with the client. If the agencies wish to withdraw the cooperation agreement, both the Agency and the supplier will sign an endorsement to the agreement. In the public sector, “cooperative purchasing programs” or “koops” are organizations that must strengthen the global market for the greater business opportunity represented by aggregate needs. (In the private sector, these organizations are called group buying organizations.) The model is based on the economic principles that the greater the demand for a product or service, the greater the number of suppliers. The larger the number of suppliers, the more competition there is. The more competition there is, the better the product and the price. In principle, you will find two forms of cooperatives in the public sector. One way or another, the co-op is a public body capable of requesting and awarding contracts that can then be “seized” by other companies. Not only are they responsible for the establishment and management of contracts and suppliers, but they also encourage the use of their contracts in relation to other public bodies. An example of this model is the NJPA (National Joint Powers Alliance).
